Very few people have a solid overview of the entire field of arts and cultural education, and reliable, current sources of information are not available at a policy level. Nevertheless, an understanding of the issues of arts and cultural education is indispensable for anyone working with art, heritage, media and education. Actua therefore draws from dozens of sources to offer the most relevant information for policymakers, decision makers and managers involved in arts and cultural education.

Does practice make talent?
There appears to be little evidence supporting the ‘talent’ idea as an innate competence from birth. A group of psychologists even argued years ago that the idea of talent should be radically abolished, because they believe that exceptional achievements are primarily the result of extensive practice. NRC Handelsblad published two articles last week taking a closer look at artistic talent, which receives a great deal of attention in current cultural policy. The general consensus is that practice and training are the deciding factors, but most experts feel that innate qualities do play a role. Excellent musical performances can be explained by a combination of practice and general intelligence and talent – in other words: skills specific to the domain. [More information online]

Friends are important in cultural visits by young people
Friends are an important sounding board for cultural participation, as shown by a survey of 500 young people. CJP researched which factors are decisive for young people in visiting a cultural institution. Aside from the admission price and distance, the main factor is a person’s social network. Besides friends, parents also have a major influence on the choices young people make; the more active they are, the greater the chance that the young person will be too. Young people try to avoid disappointment by looking up more information about the activity in advance on the Internet. The survey also showed that young people would like to engage in a cultural activity more often with their cultural and artistic development class (CKV).

This publication comprises contributions from people from the world of sociology. The different opinions expressed by these people are used as input for a discussion on art as a social phenomenon. Questions covered include: What should the current goals of art education be? And are the current changes in art education marginal, or do they signify a dramatic paradigm shift?
